Why WhatsApp Message Templates Get Rejected, and How to Fix Them

Most WhatsApp template rejections come from four causes: the content does not match the category it was submitted under, a utility template contains promotional language, variables are formatted incorrectly or left unexplained, or the template duplicates one already approved. Fix the mismatch and resubmit — rejection does not penalise your account.
Categories are the main source of rejection
Meta sorts templates into marketing, utility and authentication, and the category determines both what content is permitted and what you are charged. Submitting promotional content as a utility template is the single most common rejection reason, because utility rates are cheaper and the categorisation is policed.
A utility template must relate to a specific transaction the customer has already entered into — an order, a booking, an account action. The moment it suggests another purchase, it becomes marketing.
“Your order #1234 has shipped” is utility. “Your order #1234 has shipped — and here’s 20% off your next one” is marketing, and will be rejected or recategorised.
Note that Meta assigns the category, and you are charged according to the category applied at the time the template is used. Getting this right is a billing matter as well as an approval matter.

The other common rejection reasons
Variable problems. Placeholders must be sequential and the template must make sense with plausible values substituted in. A template that is mostly variables, or that opens or closes with one, tends to be rejected.
Duplicate templates. Submitting a near-identical template to one already approved will be rejected. Check your existing library first.
Missing context. A template that assumes the recipient knows who you are, without identifying the business, reads as spam.
Policy content. Categories Meta restricts or prohibits will be rejected regardless of formatting.
Formatting and length. Excessive capitalisation, heavy emoji use and unusually long body text all raise rejection risk.
How to write a template that gets approved
Write the message you would actually send to one customer. State the business name. Keep variables to the specific facts that change between recipients — name, order number, date, amount — and write surrounding text that reads naturally with any plausible value.
Submit under the category the content honestly belongs to. If it promotes anything, submit it as marketing and accept the rate.
Before submitting, read it back with the variables filled in. Most rejections are visible at that point.
What to do when a template is rejected
Rejection does not damage your account or your quality rating. Read the stated reason, correct the specific issue, and resubmit — usually as a new template rather than an edit.
If you believe the rejection is wrong, appeal through your provider or the WhatsApp Manager. If a template is repeatedly rejected under one category, resubmitting it honestly under the correct category is faster than appealing.

Keeping an approved library healthy
Approved templates can be recategorised by Meta after approval, which changes what you pay. Review your library quarterly against what each template actually says.
Retire templates you no longer send. A large library of unused templates makes it harder to spot duplicates and slows down new submissions.
Frequently asked questions
Why was my WhatsApp template rejected? Most often because the content does not match the submitted category — typically promotional content submitted as utility. Variable formatting, duplication and missing business identification are the next most common causes.
Does a rejected template hurt my account? No. Rejection has no effect on your quality rating or messaging limits.
How long does template approval take? Usually minutes to a few hours, though it can take longer during high-volume periods.
Can I edit a rejected template? Generally you resubmit a corrected version. Your provider’s interface determines whether that is an edit or a new submission.
What is the difference between utility and marketing templates? Utility relates to a transaction the customer has already entered into. Anything that promotes a further purchase is marketing, and is charged at a higher rate.
Can Meta change my template’s category after approval? Yes, and the charge applied is based on the category in effect when the template is used. Review your library periodically.
